DU Issues Strict Guidelines on Campus Protests, Non-Students Not Permitted

The University of Delhi has issued an official statement requiring students to obtain written authorisation before holding any protests or demonstrations on campus.

The University directive requires event organisers to deliver their signed application documents to both the Proctor's Office and local police departments. It is at least three days before their planned event. The application must include details such as organiser information, programme nature, duration, logistics, speakers, and expected participation. 

The University declared that no digital communication, including emails, social media posts, or WhatsApp messages, will be treated as valid permission. The University of Delhi prohibited all non-students from entering their campus for these activities which included all individuals who did not attend Delhi University. 

The administration stated that all violations will result in severe consequences which may lead to academic suspension or permanent dismissal and legal action by the police. 

"All students, teachers, staff and other concerned persons that prior written intimation and permission from the Competent Authority are mandatory for any assembly/gathering/protest/demonstration/dharna/march/procession or similar activity within the premises of the University of Delhi. 

The official notification required organisers to deliver their application to the Proctor's Office at the University of Delhi and to local police authorities through physical delivery of their signed application which should contain all necessary details at least 72 hours before their event. 

The organizers and participants of protests must not bring any individuals who do not belong to the university community into the protest area. 

The notification read that any student who breaks these regulations will face severe punishment which may include academic suspension or permanent dismissal from the university and police action. 

The notification added, "Under no circumstances shall any electronic communications, pamphlets, posters, notices, social media posts, WhatsApp forwards, or any other material, whether printed or digital, be regarded or accepted as constituting official intimation or permission from/to the University. 

The University of Delhi strictly prohibits all organisers and participants from welcoming or admitting any individuals who do not belong to the university community into their campus activities. The University will impose strict disciplinary measures on all who violate this rule, including organisers, participants, and those who assist them, which may result in rustication, expulsion, police action, and any other measures deemed necessary by the Competent Authority.
